Greater efforts are required to address inequalities and the needs of Ukrainian Roma impacted by the war in Ukraine, agreed participants at an event organized this week by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) during the Warsaw Human Dimension Conference.

“The human rights challenges experienced by Ukrainian Roma remain a matter of importance for ODIHR,” said Tea Jaliashvili, ODIHR Director’s Alternate/First Deputy Director. “We continue to make significant efforts to support both states and civil society in assisting Roma communities from Ukraine.”

ODIHR is continuing its work to provide a platform for discussion between the Ukrainian government, Roma civil society, and the international community, on the challenges facing the Roma community since 24 February 2022.

“The war has brought so much harm to the civilian population, including Roma, who were already suffering from unequal treatment and hardship. The Ukrainian Government continues to implement tailored policies to protect the rights of Roma despite the difficult circumstances,” emphasised Ihor Lossovskyi, Deputy Head of the State Service of Ukraine for Ethnic Affairs and Freedom of Conscience.

Participants in the event, which was organised under the auspices of ODIHR’s Advancing the Human Dimension of Security in Ukraine project, emphasised that forcibly displaced Roma often face prejudice and discrimination, while women suffer particularly from intersectional discrimination and exploitation. To address these concerns, Roma civil society, the international community and the Ukrainian authorities need to join efforts to ensure that the rights of Roma are respected without discrimination and with dignity.

“Promoting and protecting Roma rights is not only an act of justice for Roma, but an indicator of equality in society overall,” said Janush Panchenko, a Roma human rights advocate from Ukraine. “The war has worsened already existing inequalities and forced Roma into profound exclusion. It is a collective duty to prevent further marginalisation.”

ODIHR provides a forum for dialogue between OSCE states and civil society to ensure the protection of Roma communities at risk. The Office has continued to provide a platform for discussion between the Ukrainian government, Roma civil society, and the international community on challenges facing Roma since the war began, and ODIHR has also carried out human rights monitoring of displaced Roma, including women, in Ukraine as well as neighbouring countries.

The Office’s mandate to improve the situation of Roma and Sinti also includes promoting dialogue between OSCE states and civil society to ensure the protection of Roma communities, in line with the 2003 Action Plan on Improving the Situation of Roma and Sinti within the OSCE Area. In December 2023, ODIHR published its five-yearly report on progress made by OSCE states towards Roma inclusion and the many challenges that remain.

A Kisfaludy program vendéglátóipari támogatása új szakasszal folytatódik tovább. Ez alkalommal 2024. október 15-től a vidéki, egész évben nyitva tartó büfék nyújthatnak be pályázatot 1 millió forintos vissza nem térítendő támogatásra!

Pályázat benyújtása: Egész évben nyitva tartó Büfék számára

A támogatási program V. üteme azokat a vidéki vendéglátóhelyeket célozza, melyek „büfé” üzlettípusba tartoznak. A Magyarország Kormánya által indított program 13 milliárd forint értékű támogatási keretösszeggel indult el, ennek részese a büfék támogatási felhívása is. A pályázatok benyújtására 2024. október 15. és november 30. között van lehetőség.

A támogatás célja

Az üzletenként igénybe vehető támogatás célja, a vidéki vendéglátóegységek versenyképességének segítése. Emellett nagy hangsúlyt fektet azokra a fejlesztésekre is, melyekkel hatékonyabb működést érhetnek el, könnyíthetik közüzemi terheiket, és hosszú távon gazdaságosabb működést eredményezhetnek. A támogatást különböző korszerű konyhatechnológiai és a mindennapi működéshez szükséges kisebb eszközök, készletek beszerzésére fordíthatják az igénylők. De felhasználhatják energiahatékonyságot támogató fejlesztésekre, vagy akár nagyobb beruházásokhoz is.

Pályázók köre

A pályázati lehetőség minden mikro-, kis- és középvállalkozás számára nyitott, amelyek gazdasági társaságként, civil szervezetként, egyházi jogi személyként, egyéni cégként vagy vállalkozóként, illetve adószámos magánszemélyként működnek. Így nagy létszámú pályázó számára adott a lehetőség, hogy még sikeresebbé tegye vállalkozását!

Milyen fejlesztések támogathatók?

A vendéglátóipari támogatás segítségével számos innovatív és költséghatékony fejlesztést valósíthat meg:

• Energiahatékonyság: Támogatott a gazdaságos üzemeltetést szolgáló eszközök beszerzése, mint a led-es fényforrások, vagy a vízcsapokra perlátorok alkalmazása. Lehetőség van nyílászárók hőszigetelő képességének javítására is tömítés cserével, ablakfóliával, vagy egyéb korszerűsítési megoldásokkal.

• Eszközbeszerzés: Hosszú távú költségcsökkentést és hatékony működést célzó beépített eszközök és berendezések, mint például konyhai eszközök és berendezések, nagykonyhai bútorok, sütő-főző berendezések, hűtőberendezések, fagyasztók és mosogató berendezések beszerzése.

• Egyéb működést szolgáló beszerzések: Hatékonyabbá teheti üzlete működését például bárgépekkel, kávégépekkel, snack készülékekkel, főzőlapokkal, borhűtőkkel, mérlegekkel és konyhai előkészítő gépekkel, valamint higiéniai berendezésekkel és kamerákkal is.

• Vendégélményt és komfortot fokozó eszközök: Fokozhatja vendégei élményét új üzlettér bútorzattal, modern világítással, árnyékolókkal, vagy akár kültéri hősugárzókkal is, a teraszok fűtésére.

• Munkavédelmi eszközök és védőfelszerelések: Gondoskodhat alkalmazottai biztonságáról és kényelméről védőfelszerelésekkel, például kötényekkel, kesztyűkkel, hőszigetelt kesztyűkkel, hajhálókkal és sapkákkal.

• Munkaruha, egyenruha és védőruha: Felszerelheti csapatát kiváló minőségű szakács- és konyhai ruházattal, valamint felszolgáló munkaruhákkal, amelyek biztosítják a professzionális megjelenést és védelmet egyaránt.

• Fogyóeszközök: A mindennapi üzemeltetéshez szükséges fogyóeszközök is támogathatók, mint például a konyhai eszközök, edények, kések és vágóeszközök, tányérok, evőeszközök, poharak, valamint egyéb konyhai és éttermi eszközök beszerzése.

Támogatási összeg és mérték

A maximálisan elérhető támogatási összeg 1 millió forint, a támogatás mértéke pedig 100%-os, vissza nem térítendő támogatás. Az elérhető támogatási összegnél magasabb értékű beruházás is megvalósítható, azonban a maximálisan elszámolható támogatási összeg ebben az esetben is 1 millió forint marad. A fennmaradó összeg ez esetben akár hitelkonstrukcióval is párosítható, amennyiben az a Felhívásban megjelölt tevékenységekkel összhangban van.

A támogatás vendéglátó üzletenként igényelhető és nyújtható, azonban egy szolgáltató több vendéglátó üzletre is igényelhet támogatást. A projekt megvalósítására legfeljebb 6 hónap áll rendelkezésre.

Pályázati területi korlátozás

A vendéglátóipari támogatás projektjei kizárólag Magyarország közigazgatási határain belül, – Budapest kivételével – fekvő településeken valósítható meg.

Americas Boeing’s Compact Laser Weapon System (CLWS) has engaged and neutralized Group 3 Uncrewed Aerial Systems (UASs) for the first time. This is a significant development in counter-drone technology as Group 3 UASs, which can weigh up to 1,320 pounds, present a greater threat due to their capacity to carry heavier and more sophisticated payloads. The successful demonstration took place at the Red Sands Integrated Experimentation Center in Saudi Arabia, where the CLWS, equipped with a 5-kilowatt laser, effectively neutralized the Group 3 drones. On October 14th, IPI President Zeid Ra’ad Al Hussein delivered the Peace Message at the Opening Ceremony of the 11th annual Geneva Peace Week at the Maison de la Paix in Geneva, Switzerland. This year’s theme was “What is Peace?” Speakers and participants sought to unravel the essence of peace and discover new pathways towards its attainment.

Speaking to the assembled delegates, President Al Hussein emphasized that peace is imperiled by the world’s current trajectory “toward the savagery of unconfined warfare, where being a civilian offers oneself no protection at all.”

However, he draws inspiration from the remarkable efforts of Israeli and Palestinian lawyers and activists behind the A Land for All initiative: “They are doing something rather remarkable. They seem to have pinned down not just a visionary but also a practical equation for achieving a just and lasting peace to the Middle East conflict.”

More tailored support is needed for Roma women’s civil society organizations and activists, participants said at an event organized by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) during the Warsaw Human Dimension Conference last week.

“Defending the human rights of Roma women is a collective responsibility, and it should not fall on the shoulders of Roma women’s activists only,” said Tea Jaliashvili, ODIHR Director’s Alternate/First Deputy Director. “Striving towards prosperous societies means embracing diversity and equality in all its forms and supporting those in need.”

Roma women’s civil society plays a crucial role in ensuring respect for the rights of Roma women, which are often violated by intersectional forms of discrimination. Limited funding and a long-standing lack of assistance hinder Roma women from achieving their full potential, leading to their ongoing exclusion.

“The deteriorating socio-economic climate and political challenges are making the work of civil society ever more difficult. And Roma feminist advocates struggle with additional barriers, from cultural bias to sexism, racism and classism,” said Carmen Gheorghe, representing E-Romnja, a Roma feminist non-profit organization.

The event brought together Roma women advocates and representatives, as well as delegations of OSCE states, to discuss the key challenges facing Roma and Sinti women in the OSCE region and the organizations advocating for their needs.

“Introducing intersectionality in the legal work of our organization led to better support for Roma women,” said Ðorđe Jovanović on behalf of the European Roma Rights Centre. “We need both mainstream human rights groups and women’s organizations as allies to be able to tackle the full range of disparities experienced by Roma women.”

During the event, participants called upon governments across the OSCE region to provide systemic support as well as putting legal and policy measures in place to support Roma women. Increased funding is essential, along with opportunities for collaboration, training, and empowerment. Particular focus should be paid to Roma women at higher risk of marginalisation and exploitation, such as women with disabilities, displaced people, youth, and the elderly.

ODIHR’s mandate to improve the situation of Roma and Sinti also includes tailored support for Roma and Sinti women. ODIHR will continue this by strengthening partnerships with OSCE states and civil society to ensure better protection of the rights of Roma women.

In December 2023, ODIHR published its five-yearly report on progress made by OSCE states towards Roma inclusion and the challenges that remain. The report describes the lack of adequate support in fulfilling the socio-economic and political rights of Roma and Sinti women, and recommends more targeted measures to tackle intersectional inequalities.

Zu aktuellen wirtschaftspolitischen Vorschlägen von SPD und CDU mit Blick auf die Bundestagswahl 2025 äußert sich Marcel Fratzscher, Präsident des Deutschen Instituts für Wirtschaftsforschung (DIW Berlin), wie folgt:

Die wirtschaftspolitischen Vorschläge von SPD und CDU enthalten zahlreiche gute Maßnahmen, wie die Steuerentlastungen für Unternehmen und Bürger*innen. Auch die steuerlichen Anreize für mehr Investitionen sind klug und richtig. Aber die Maßnahmen greifen zu kurz. Einige davon sind zu sehr Klientelpolitik und zu wenig zukunftsfähig. 

Den Vorschlägen von SPD und CDU fehlt ein klares und ambitioniertes Ziel, wo Deutschland in zehn und in 20 Jahren stehen will. Beide Parteien begehen den Fehler zu glauben, man könne mit kleineren Änderungen die Wettbewerbsfähigkeit der deutschen Wirtschaft verbessern und den Wirtschaftsstandort sichern. Wir benötigen ein grundlegendes Umdenken der Politik mit Blick auf die Wirtschaft. Wir brauchen einen Paradigmenwechsel mit einem massiven Investitionsprogramm in Bildung, grüne Transformation, Digitalisierung und Innovation. Die SPD-Forderung nach einem Deutschlandfonds für Investitionen ist gut – auch wenn Details der Umsetzung noch fehlen. Eine Investitionsagenda erfordert nicht nur eine Reform der Schuldenbremse, sondern den Abbau schädlicher Staatsausgaben und Subventionen und ein koordiniertes Programm, um private Investitionen und Innovationen zu mobilisieren. 

Sowohl CDU als auch SPD scheint es zu sehr um Klientelpolitik zu gehen. Beide haben ein veraltetes Verständnis von Industriepolitik, beide versuchen über Subventionen für einzelne Unternehmen und Branchen eine Erneuerung zu schaffen. Dies ist ein Irrweg. Die deutsche Wirtschaft braucht mehr fairen Wettbewerb und alle Unternehmen benötigen bessere Rahmenbedingungen – von steuerlichen Entlastungen über eine bessere Infrastruktur bis hin zu weniger Bürokratie. 

Beide Parteien lassen die große Frage unbeantwortet, wie die zunehmende Arbeitskräftelücke in Deutschland geschlossen werden soll. Beide ignorieren die steigende Bedeutung Europas und die notwendigen wirtschaftspolitischen Reformen des europäischen Binnenmarktes. Ohne ein geeintes, starkes Europa wird die deutsche Wirtschaft gegenüber China und den USA weiter an Einfluss und Marktanteilen verlieren. Die sowohl von der CDU als auch von der SPD geführten Bundesregierungen haben in den letzten 15 Jahren zu wenig zu den Reformen in Europa beigetragen und sich zu häufig gegen notwendige Veränderungen gestellt.

Das SOEP hat den Anspruch den gesellschaftlichen Wandel zu erfassen und steht somit immer neuen und vielfältigen Themen- und Aufgabenfelder gegenüber. Seine Datenerhebung und -generierung folgt dem Konzept des Survey bzw. Data Life Cycle.

Das Leibniz-Lab Pandemic Preparedness: One Health, One Future greift die drängendsten Fragen zum Umgang mit zukünftigen Pandemien auf. Dabei wird Expertise aus verschiedenen Disziplinen mit Praxiswissen verknüpft, um evidenzbasierte Strategien zu entwickeln, die die Pandemieresilienz von Gesellschaft und Wissenschaft dauerhaft stärken. Das Teilprojekt des Leibniz-Lab, in dem die ausgeschriebene Stelle angesiedelt ist, hat zum Ziel, statistische Methoden vorzubereiten, die dezentralisierte Gesundheitsdatenbanken datenschutzkonform und effizient zusammenführen.
