Émile Adjekossi, commissaire de police et Directeur général de la Brigade criminelle de Cotonou, est décédé dans la nuit du dimanche 27 à lundi 28 octobre 2024.

La Brigade criminelle a perdu son Chef ! Le décès du commissaire de police Émile Adjekossi est survenu dans la nuit du dimanche 27 au lundi 28 octobre 2024 dans sa chambre d'hôtel en Côte d'Ivoire.
Émile Adjekossi était le coordonnateur en chef de l'enquête sur le dossier complot d'atteinte à la sûreté de l'État. Une affaire dans laquelle l'homme d'affaires Olivier Boko et l'ancien ministre Oswald Homeky seraient impliqués, selon le procureur spécial près la Cour de répression des infractions économiques et du terrorisme (CRIET).
Sa disparition fait suite au décès tragique du brigadier Paul Chougou, tué dans un accident le 1er octobre dernier. Ce dernier était chargé de l'investigation sur le dossier de complot de coup d'Etat en question.

Interpellation de trois (03) individus par la police de Kassouala, une localité située à la frontière avec le Nigéria. Ils ont été arrêtés suite à une enquête ouverte par la police après un braquage. Des malfrats ont réussi à prendre la moto d'une victime en faisant usage d'une arme à feu de fabrication artisanale.

Les renseignements de la police ont permis de retrouver la moto abandonnée dans les environs du lieu de braquage. Les éléments de la police ont mis la main sur trois individus. Au commissariat frontalier de Kassouala, la victime a identifié l'un des trois individus comme auteur du braquage. Les mis en cause répondront de leurs actes devant la justice.

Le Ministre du Travail et de la Fonction Publique a déclaré cette journée « fériée, chômée et payée » , conformément aux dispositions de la loi n°90-019 du 27 juillet 1990 fixant les fêtes légales en République du Bénin.

In October, maritime security experts, military leaders, and industry professionals gathered to enhance international cooperation and expertise in defending maritime infrastructure.

The Naval Station of La Algameca, in Cartagena, hosted the first "Harbour Protection Seminar-Exercise" from 7 to 18 October. Organized by the Spanish Navy's Unit of Countermine Measures Divers (UBMCM) in collaboration with the European Defence Agency (EDA), the exercise gathered over 100 experts and professionals from 10 different countries: Spain, Germany, Italy, Portugal, Ukraine, Greece, Estonia, Ireland, Latvia, Romania, and Belgium. The event underscored the importance of international cooperation in safeguarding harbors and critical maritime infrastructures.

The main objective of the seminar was to update participants on the latest technologies, tactics, techniques and procedures (TTPs) related to maritime infrastructure protection, with a special focus on the threat of improvised explosive devices (IEDs).

During the first week, presentations were given by experts from renowned institutions, such as the National Geographic Institute and the IED Centre of Excellence in Countermeasures (COE-CIED).

Industry was also present and several companies from the defence sector presented cutting-edge technological innovations in this field.

The most relevant innovations included the Bayonet tracked underwater robot, an aerial drone equipped with a LIDAR with bathymetric sensor, and software for the creation of 2D models from sonar images. A 5G remote device control system was also presented.

The second phase of the seminar consisted of simultaneous practical exercises in various maritime scenarios, including port areas, shallow waters and a simulated gas pipeline. During these exercises, limpet mines and over 100 kg of explosives were used, where teams worked on the identification and neutralisation of mines and explosive ordnance, covering all stages of the explosive ordnance disposal (EOD) and incident management (WIT) process.

The ‘Harbour Protection Seminar-Exercise 2024’ has proven to be an invaluable platform for the improvement of tactics, techniques and procedures (TTP) and interoperability between the various participating Armed Forces. It highlighted the importance of continuous readiness and learning in a constantly evolving technological and threat environment.

‘'Fashion film'', l'innovation du défilé de mode dénommé Marcy's Fashion Night n'a pas laissé indifférent le public venu au Palais des congrès de Cotonou le samedi 26 octobre 2024.

Marcy's Fashion Night, 3è édition, soutenue par le Ministère du tourisme, de la culture et des arts à travers l'Agence de développement des arts et de la culture (ADAC), s'est ouverte, samedi 26 octobre dernier par un tableau qui a révélé les différents corps de métier. Il s'en est suivi trois autres tableaux présentant différentes collections à travers une histoire d'amour. Les trois tableaux sont synchronisés pour « montrer qu'à travers la mode, on peut définir sa personnalité », a expliqué Marcilia GOUDJO, la promotrice de Marcy's Fashion Night et de la maison de mode Marcy's Bénin.

La troisième édition déroulée sous le thème « La mode : Révélateur de personnalité », n'a pas laissé le public indifférent. Séduit par le tableau numéro 2 où le coordonnier a réussi séduire la femme au bar, Déo-Gratias AHINANDJE, un entrepreneur, parle d'une révélation qui peut s'exporter au-delà des frontières béninoises.

« Aujourd'hui, Marcy's nous a montré qu'on peut faire de la mode une occasion de théâtre, de scène et de film. (…) Cette manière de faire de la création dans la création est du ressort des génies », a commenté Théophile AGBOFOUN, parrain de l'événement.

« J'ai vu un défilé (…) spécial, créatif, innovant, qui sort complètement des codes habituels que nous connaissons. Un défilé qui raconte une histoire (…) intéressante », a confié Kismath Lahi AGBETI, juriste et marraine de la 3è édition. Selon les mots de la marraine, il y a de quoi être fier de la culture du Bénin.

Voici le programme des obsèques du Général François KOUYAMI décédé le 17 octobre dernier, en France, des suites d'une maladie dans sa 83è année.

C'est à Paris en France, précisément à Osny, que le Général François KOUYAMI sera inhumé le 07 novembre 2024. Une messe corps présent sera dite en l'église Saint Pierre Aulien à partir de 14 h 30 avant l'inhumation. A Cotonou, une veillée de prières sera organisée en mémoire du défunt.
De sources proches de la famille, le Général François KOUYAMI sera inhumé dans l'intimité familiale. Le lieu de l'enterrement a été choisi conformément à la dernière volonté du défunt, selon la même source.
L'ex Directeur général de la gendarmerie nationale a occupé le poste de Directeur de la sûreté nationale sous le président Nicéphore Soglo.
François Kouyami, né le 29 janvier 1942, à Cotonou, fut une grande personnalité de l'armée béninoise pendant la période révolutionnaire 1972-1990. Le Général Kouyami a été le tout premier militaire béninois formé en tant que Chef de guerre. Il a occupé plusieurs fois le poste de ministre. Le jeune militaire a été été ministre de la fonction publique puis ministre de la jeunesse, de la culture populaire et des sports du gouvernement révolutionnaire.
Grand sportif, il a été basketteur, handballeur, puis président de la fédération béninois de taekwondo.
Le Général François Kouyami fut candidat à la présidentielle de mars 2001.

Policymakers, educators and international experts discussed the future of multilingual education in Kyrgyzstan at the National Forum on Multilingual Education in Bishkek on 25 October 2024. The event was organized by Kyrgyzstan’s Education Ministry of Education with support from the office of the OSCE High Commissioner on National Minorities.

Participants explored potential policy avenues to improve and expand multilingual education in Kyrgyzstan. Multilingual education is an excellent tool that can help promote integration in diverse societies while supporting educational excellence. When education is based first in a child’s mother tongue, and additional languages are gradually introduced, children from different linguistic backgrounds have the opportunity to develop academic proficiency in their mother tongue, which is a prerequisite for their overall educational success.

“Multilingual education is one of the most effective ways to foster integration in our diverse societies. It is not just an educational approach that generates excellent results in the classroom; it is also a powerful tool to increase social cohesion, cultural understanding and economic opportunity.” said Ambassador Marek Szczygiel, Director and Officer-in-Charge of the OSCE High Commissioner on National Minorities during his online address.

Participants also had the opportunity to discuss how international best practices employed in other countries of Asia, particularly in Singapore and Mongolia, could be adapted for use in Kyrgyzstan. The day included the presentation of a draft roadmap for multilingual education from 2025 to 2030, aimed at ensuring quality and inclusive education across the country.

The National Forum was the final segment in a series of activities in October, dubbed the “Month of Multilingual Education”. This included an event on learning the Kyrgyz language through multilingual education and a study tour for members of parliament and government officials, supported by the office of the High Commissioner on National Minorities. During the study tour, participants visited schools and kindergartens providing multilingual education in the Osh and Chuy regions of Kyrgyzstan. Participants were then able to share their first-hand experiences at the Forum, demonstrating how multilingual education supports social cohesion by providing children from different linguistic backgrounds the opportunity to learn in an inclusive environment.

“Seeing children interact and learn in multiple languages is truly inspiring. It shows us that multilingual education is not just an abstract policy but a real opportunity to empower the next generation to embrace diversity and thrive together.” said Aigul Omorova, Lecturer at the Republican Institute for Advanced Training and Retraining of Teaching Staff

As part of its engagement on multilingual education across the OSCE area, and in Central Asia in particular, the office of the High Commissioner on National Minorities is committed to supporting Kyrgyzstan in developing an education system that provides academic excellence and strengthens social cohesion by embracing the country’s linguistic diversity.
