Die EU hat eine Erklärung abgegeben, in der sie die uneingeschränkte Aktivierung des Helms-Burton-Gesetzes (LIBERTAD Act) von 1996 durch die Vereinigten Staaten zutiefst bedauert und darauf hinweist, dass dadurch unnötige Spannungen verursacht sowie das Vertrauen und die Vorhersehbarkeit in der transatlantischen Partnerschaft untergraben werden.
