Unterausschuss für Sicherheit und Verteidigung (SEDE) - Europäisches Parlament

Since 2016, the European Union has developed a number of new initiatives on security and defence. In particular, the introduction of Permanent Structured Cooperation and the European Defence Fund have been designed to allow the EU to become a more autonomous actor with regard to crisis management, capacity building and protecting Europe and its citizens. Yet the development of these new initiatives raises questions about
their overall coherence and the role of parliamentary scrutiny. It is necessary to analyse the role of the European Parliament and national parliaments in relation to the scrutiny of the European Defence Fund. There is a need for recommendations on how parliamentary scrutiny can be enhanced at the EU level in the area of security and defence.

ABSTRACT
The European Union faces an increasingly challenging security environment, with a climate of international instability and a level of tension not seen since the end of the Cold War. Repeated chemical attacks by both State and non-state actors in the context of the Syrian conflict, the Novichok attack in Salisbury and the disruption of two ricine terror plots in Germany and in France in 2018 came all as stark reminders that the threat remains real and that Member States could be affected. In this context, the European Union (EU) continues to strengthen its capacities in the field of CBRN preparedness and response. The use of EU mechanisms and Member States' military assets is one of the possibilities for strengthening prevention capacities that must be explored more thoroughly.
